Large sharpeners

Hi there, yall! I have an issue with my 5+yr old NARS lip pencil. I don't use it very often but, it needs to be sharpened and my go-to sharpener doesn't work on these lip pencils for some reason.I would appreciate it if you could recommend a sharpener that will sharpen these lip pencils properly without it costing me a small fortune (hopefully under $15 but, maybe more if its worth it).
