Is the savings event discount one time usage?

No. Unless you are given the one time use "special" discount shared to you by a rouge member. Each rouge member is given a link they can share with a friend that gives that person 20% their purchase but that is a one time purchase.  For the tiered sales and dates if you are Rouge you can start shopping the 5th and continue shopping until the sale ends. The same goes for the other tiers as well. Hope this helps.
