Is the Kat Von D Eyeliner sealed? Or the Urban Decay Mini Perversion Mascara?

Does the Kat Von D liquid tattoo eyeliner come sealed? I got a 100 point perk in store a few months ago that came sealed in plastic wrap and when I ordered a full sized recently it did not. Just want to know if the full size should come sealed like the mini did. 

 

I also ordered a mini perversion mascara and would like to know if that is supposed to come sealed as well. Thanks!

The Kay Von D waterproof one doesn't come with a plastic seal although it comes in a box.
