How do you prevent makeup from running from the outer corner of your eye?

Whenever I do a winged eyeliner it looks great at first, but then later on it runs down to the crease under my eyes. Today I went without eyeliner or mascara and the concealer I had faded away. I baked it on the skin too and used setting spray. My primer, foundation, and concealer are all oil free and water based to fit my skin type. Any tips or recommendations?

I have super watery eyes most of the time too. Sorry I don't have tips (other than waterproof eyeliner), but I can commiserate. This is 98% of the reason I don't wear bold eyeshadow every day.
