lost package

I had made a purchase of $1000 during summer sales event. Fleet optics stated that they delivered my package and they took a picture as proof, but I got nothing. My package was not there and Sephora refuses to do a refund or a reship. I've been shopping with them for awhile now and made multiple purchases during this event. I do not know what to do because thats $1000 of my hard earned money. What can I do? I called multiple times and they refuse to help. I had no issues before, but just my luck my most expensive purchase that I chose to do for my birthday got stolen.
