Won a giveaway for $500 Sephora gift card & product

I won a giveaway 3 weeks ago via instagram. What I won was product and a $500 gift card to sephora.

3 weeks passed and I contacted the company via instagram and they said they "sent" gift card via email, but I never received it. 

The response was they would call customer support and then cancel that gift card and get back to me to reissue one. 

My question is I know online there is a maximum of $250 you can buy, but can you purchase an e gift card by calling customer service to purchase a $500 gc? And is it automatic that you get an email after it is purchased?

I just have a feeling this company never shipped out the product and emailed me any gift card.
