Used/Empty Fragrance samples

Recently got the Sephora September Fragrance Sample Set and some other Rewards Bazaar fragrance samples a large portion of them are half empty and one is completely empty. A wonderful Sephora employee did give me 100 pts back because of this but Sephora should not be sending out products, even samples, in this state.
