Unused gift card with zero balance

So I got a $30 Giftcard to Sephora for Easter and My mom (the one who bought it) likes to get gift cards at Albertsons (a grocery store) because it’s more convenient. However this giftcard has never been opened, I literally opened it up right in front of the beauty advisor checking me out and the balance said 0. I then went on Reddit and Google and found out this has happened to many people recently and they all got their money back or restored by calling or using customer support. So I tried to contact Sephora, to which they told me there is nothing they can do and I need to contact Albertsons. Albertsons told me that they don’t deal with this because they just “sell” the gift cards. What else can I do? Has anyone else experienced this??
