Sephora visa card

Last week I was offered the Sephora credit card, the team member told me I would be getting approximately $100 off my purchase if I applied and was accepted for the card.  I said sure, why not?  

For some reason after speaking on the phone the member said I was denied.  I thought this was strange because I have excellent credit.  So I paid the full bill and left.  

Imagine my surprise when today in the mail I receive a brand new Sephora Visa card.  

this is a bait and switch.  Why was I told I was denied?  I didn’t get my $100 off yet they still sent me the card.  I’m contacting the FTC.
