Same - Day Delivery Cut Off Time Issue

So on the Sephora website it says for my location that the same-day delivery cut off time is 5:00 pm (I have proof down below).

Yesterday, I placed an order for same-day delivery around 4:30 pm since on the website it states for me the cut off is 5:00 pm to receive your package by 9:00 pm same day and I never received my package.

I've talked to 2 online chat specialists and they weren't much help, just kept telling me the cut off time is 4:00 pm but I kept assuring them that on the website for my location it states that it is 5:00 pm. Mind you, I've placed same-day delivery orders after 4:00 pm in the past and still received my package the same day. 

And today it still says my order is processing, not even shipped yet. I hate being annoying about this stuff but come on, not sure what's going on. 🙁
