Rouge status reduced

I've been a rouge member for years, this year I try to check out and it says I'm now VIB. WTH? I've made several purchases this year. Prior to this I was having trouble with the app,kept saying I was not connected to Internet. Finally had to uninstall app and reinstall just to shop and add items to my basket. What is going on?
