Received half empty butter balm

I gifted myself the Summer Friday’s lip butter balm in Brown Sugar recently and I thought I was alone in the fact that the product arrived half full. I looked it up and seems like this is a problem with this specific shade for a while,  but they are still going out to consumers half full. I’m really bummed to have paid $24 for a half tube of lip balm. How can I address this?

The tube for the lip butter balm is twice the size it needs to be to hold the advertised 15ml. It's normal that it's empty because otherwise it would be giving you more than 15ml, it is kinda stupid that they don't just choose a tube thats 15ml and not nearly 25
