RECEIVED USED PRODUCT!!!

I recently bought a $37 Givency lip product.  For a product that expensive and also to point out how delayed in shipping they were, I did not expect to come to a product that is USED!!! I've spent thousands of dollars at Sephora and all they did was replace the product.  No returned payment or anything.  NOTHING.  This is especially concerning because of times like this when COVID is a such a high case.  Customer service said they never sell used products, but we all know that's a complete lie.  They blamed on the packaging and that it must have came out and ruined the product.  I think I know what a used product vs. something that had been chipped looks like.  SO DISAPPOINTING.  Anyone else have any experience like this?
