Partial order received to a PO BOX and cant get replacement or refund

I received my order yesterday and to my surprise half of my order is missing (1 out of 2 items) , I called customer service and they said they can't reship or refund me because my order was made to a PO BOX , this is the second time this happens , first time the product was damaged and they couldn't help me at all , and this time it's missing and I just lost my money because theres nothing they can do to help me , I have absolutely no issues when I make the orders it goes through smoothly but when I do need help they can't because of the PO BOX address
