PACKAGE NOT RECEIVED

I received a notification showing the package was delivered.

The email attached with a delivery photo showing a  a supposed box which I have no idea where that picture was taken.

I tried to file a claim at UPS but they won't allow me to do.

I don't know what to do. HELP PLEASE!
