Orders keep arriving with no samples

I’m a Rouge beauty member and the last 3 orders I placed came with no samples. Additionally, I placed an order during the 20% sale in November and saw in the recent orders tab that shipping wouldn’t be affected for Rouge members... it took over a week for my package to arrive. Then, I ordered a couple items with my $25 off coupon and one of the items was suddenly out of stock, so I was charged for my other item with a discount, which was nowhere near the $25 coupon hat I had applied. The item that I received was $24, so I shouldn’t have had to pay for that item at all. What is going on with the service from Sephora recently? I use Sephora exclusively for makeup and skin products because of the member benefits, but the benefits have been subpar lately.
