Need refund

I ordered a Dr. Jart product and it was smashed and when I opened the tube to see what was going on, out came a watch battery. Then I noticed the top was cut off! I have been on the phone and keep getting disconnected. I wanted to talk to a manager because they said they cannot provide me with a refund on the phone. I was disconnected multiple times then again when they tried to transfer me to a manager, they sent me to a recording to rate the customer service. please help! I want a refund! I can’t mail this back either because of the flooding and the mailman hasn’t shown up for a week. My area is completely flooded and I couldn’t even drive in it nor get a delivery for tape to send this back. I tried to return at my local Sephora 5xs and they said they do not offer returns from online. Very odd I have been going to this store since it opened. I don’t not want to waste more time and tape mailing out a package and wait for over a month for a refund. Very disappointed. I spend $300 on getting rides to go to my Sephora since I don’t have a car. 

 

please refund me this is unacceptable!
