Missing package delivered to wrong house

So Sephora I placed a big order this week to replenish my full skin routine and it was delivered to the wrong address, spoke with my neighbor and they don’t have the package (was left outside) so Sephora reships to THE WRONG ADDRESS again! 

Again leaving the package outside on the sidewalk basically for the full day and it’s gone. BUT also NOT my address. 

Now sephora has said it’s my fault and I’m blocked from receiving any sort of further assistance.

his was not a cheap package and I wasn’t delivered to me and now I can’t get credit, reship, or refund. Can I dispute with my CC?
