Missing Samples from Consecutive Orders

I've just received three recent orders today and none of them had ANY samples at all. When I look at my orders on my page, I can see that each of my orders had three samples with each, and even if they were out of stock, usually they would just be replaced with other samples. However, all three of my orders had absolutely nothing but the product I ordered and the promo items. After spending so much money, the least I can receive are some samples as well. I'm really disappointed. Is this supposed to be considered normal?
