Missing Samples...Again!

After a number of unpleasant experiences shopping in stores, I switched to shopping online. I hate to say that’s going sour as well. I’ve placed two online orders in the past month and both have had 0/3 samples included. Not even substitutions. Is something being done about this? I’m hesitant to order anything else if I can’t trust everything will be included.
