Is PayPal still an option?

Am I the only one that keeps on having a message saying Paypal declined your transaction every single time I try to order and pay with Paypal? I have tried over and over, cleared browsing history, cookies, tried on mobile, all of the advice and it's still declining. I called Paypal and they said they haven’t declined anything and that everything is fine with my account. I don't want to shop elsewhere but Sephora isn't giving me an option! Too bad.
