I never receive my Free Samples

Every time I order with Sephora I either get missing samples or they give me a random sample I never requested. 

I don’t understand why I get to choose these samples and never receive them. I let it slide the last few times, but this time I got zero samples. 

If the items were sold out why even have them listed. 

What gives?
