Empty Product Bottle

Hello! I wasn’t sure where to post, but was wondering if this has happened to anyone else? 
I received my Vegamour Shiny Strands Birthday Set, and one of the bottles was totally empty, and the other two didn’t feel like they were filled all the way (I didn’t weigh to confirm, but it felt off compared to another sample bottle I had) 

Anyways! Has anyone tried the Vegamour Hair Mask from that set? I was really looking forward to trying it cause I loved the Shampoo and Conditioner!
