Defective item

I purchased #Benefit Cosmetics Mini Precisely, My Brow Pencil Waterproof Eyebrow Definer Shade 5 on August 23.  The package came in the correct shade #5 (dark warm brown) and the pencil case came in the correct shade. However the pencil itself is light grey.  It’s a manufacturer defective item.  Can I get a refund or exchange?
