Can't check out

I've been having this issue for two weeks. I've used other browsers, other computers, and cleared my cookies and caches. I have all my stuff in my cart and then when I try to check out it half heartedly tries to load and then does nothing. I was told to order over the phone which is fine for what I needed but I don't want to always have to order over the phone.
