Bag fee for in-store pick up

Bag Fee informational stated online is: "As required by law, your selected store charges a bag fee. The fee can be refunded if you decline bags at the time of pickup."

 

When I picked up my order today and declined the bag, the sales associate at Sephora Westgate looked really lost and said that the bag fee is included in total and cannot be taken off (and you paid for it).  I pointed out the online checkout process stated that it can be removed if I don't want the bag, and she didn't know what to do. 

 

I used the online chat but received "I'm sosorry this is something that has to be taken care of in store. We are unable to assist with in store issues unfortunately.", but this was an online order for store pickup...
