What kind of brush to use with Tower 28 Get-Set Blur + Set Blush?

I swatched this today and was intrigued.   I'm very confused about what sort of brush to use with it.  This felt like a cream blush to me, but it says powder.   What kind of brushes do BIC think should be used with it?  And should I drag the brush, or stipple?

@greeneyedgirl107 It feels more like a powder to me. I would use a powder blush brush with it. When I applied it to clients I used the Sephora pro blush in 59 but I have also used the 47 with it. 

I like to dab my brush in it and slowly pack the color on.
