Vitamin C Powder Advice Please

I ordered the Vitamin C powder by The Ordinary and am really excited to try it. Has anyone else used this? If so, I’m wondering if it comes with a mini scoop or how you measure out the correct amount to add to your cream, serum, or oil. And which should it be added to?! It says not to use with Niacinamide or EUK 134, but doesn’t say if it’s more effective added to a hydrating oil/serum or just mixed into your face cream.
