Sebum and Foundation

I know I can't do much to change the amount of sebum my body produces, and I can cope with oil management. What I struggle with is the fact that I can't do ANYTHING to my face without sebum starting to emerge, leaving my face looking almost dry and impossible to apply product to. I have a decent (albeit recent) skincare routine (Good Molecules cleansing balm, niacinamide serum, and overnight exfoliating treatment, and a moisturizer)  which improves the feel and appearance of my skin, EXCEPT that issue. Is there anything more I can do?!? I want to wear foundation, help!
