Clinique Moisturizer Making Me More Dry??

I have used It Cosmetics Your Skin But Better plenty of times. It has been one of the most hydrating foundations I have ever used. I have very dry skin and sometimes It! even makes me a little oily. But lately, I have noticed the dry patches around my nose and chin are much much worse. I suppose it could be the cooler weather (I am in DC, still in the 50s/60s here) but I also just started using a new moisturizer...Clinique 72 Hour Moisture Surge.... Could this new moisturizer actually be drying me out and thus making my foundation look so bad? Help!!

@Carol09131993 I would think it's a combination of the cold and the new moisturizer you are using.
