Acne and breaking out!!

Hey guys! Im seriously breaking out on my forehead and I would really appreciate it if you could share any holy grail skin care products for a somewhat low price (I'm a flat broke student at Marianopolis). Im 17 with oily and acne prone skin. I don't usually wear makeup and the products I use in my skin care routine are listed below

Kielh's Calendula Herbal Extract Toner

Rosette Cleansing Paste Face Wash, yellow (it's from Japan)

The Body Shop Tea Tree Night Mask

Clarins Daily Energizer Cream

Sisley Ecological Compound

Origins Clay Mask

Nature Republic Aloe Vera 92%

Indie lee banish stick has worked wonders for me. I would saw it’s more for individual zits but if you dab it on each one it will do wonders. I really love it. I usually get some acne even when I eat really healthy and workout so having this is great. It doesn’t dry you out either. Try it out!

I looked at the products and these could be the possible issues:
Clarins Daily Energizer Cream - that is for normal to dry skin (not oily)
Sisley Ecological Compound - contains mineral oil, fragrance (those can irritate and clog pores)

Do you exfoliate at all? 
Any contact on the forehead area (hats, hair, pillowcases with fabric softener)?

My cheapest penny pinch fix was to just get a mild fragrance free soap, witch hazel (toner), and a fragrance free, oil free, moisturizer. I also had to exfoliate.

for exfoliation: 
Sugar + lemon juice face scrubs 1-2x a week
followed by rinsing my face really well in real sea salt water 
aloe to calm and moisturize

Thayers Alcohol-Free Unscented Witch Hazel Toner 10$
Unscented Neutrogena Oil-Free Daily Sensitive Skin Facial Moisturizer 8$

From sephora I really like the "three little wonders" 
There is a 25$ kit. 
I can get away with this trio and African black soap as a face-wash and my skin stays even and clear. Otherwise prone to clogged pores, t-zone, random breakouts and sometimes even deep cystic breakouts.

I exfoliate with this Clarins gentle peeling product and thank you for your suggestions! I'll try them out asap.
