Make Up Forever Step 1 Mattifying Primer - Silicone based?

Hi Everyone!

 

I have oily skin and I was using the Fenty Primer with Fenty Foundation -- I went into Sephora to ask for a mattifying primer for my oiliness in my T-zone, and I'm trying the MAKE UP FOREVER Step 1 Mattifying Primer. It seems the Fenty foundation is separating on top of the primer. Is this primer silicone based? I read online it's "silica-based".. is that the same as silicone (in theory)? I'm just trying to figure out why I can see the foundation rubbing off my nose, separating and I can see my pores as if I'm not wearing primer. Please help!
