Halloween makeup

I love putting on makeup for halloween. I HATE the cream makeup that stores sell. Anyone have advice on what foundation I can use instead of these oily creams that make my skin break out?? This year i'm looking to paint my face blue. Suggestions? Maybe a powder or something i can add into my daily foundation?

the kat von d white out concealer could be a great base for a blue powder to sit on, maybe even mix with🖤
