I have dry lips too, something's that have helped me are:

Tapping my lips with water ( not saliva) and pressing then together before applying any balm, oil,lipstick etc . @SKINANDliplover 

Using this after the water step

MAC Cosmetics Prep + Prime Lip Primer 0.05 oz/ 1.7 g 

And before my lipsticks etc...

Trying not to lick your lips and staying hydrated with water 💦
