I ordered this afternoon (well after your post), and my order just shipped with the promo, so maybe it's based on which distribution center they send it from?  Tracking number hasn't updated, but mine usually ship from Salt Lake, if it helps anyone!

I love this promo.  If you haven't tried these yet definitely pick this up.  I love the glitter drops, i use them mostly as a lipstick topper with a silicone makeup sponge.  Love it!
