Two Questions, hoing for advice

I really want something to lighten up my skin, mostly under my eyes.  8 never want to take the chance and see zero difference. Fair skin, yellow undertones for dark I assume. What product would you suggest? I'm on a tight budget sadly. I wear maybellines face studio concealer in light to medium. Also yellow, in ala girls. HD pro. - Secondly... have shimmer loose powder??💚
