Non drying liquid felt tip waterproof liner

I'm looking for a waterproof black felt-tip  eyeliner that doesn't dry out during application. I've had the KVD Ink liner as well as the KVD tattoo liner and both really dry out fast... during application. I wouldn't care if it dried out after a week, but they both dried out during the application (the eyeliners were brand new), to the point that I couldn't finish doing my eyeliner bc the felt tip was to dry and no product coming out. I had to use my NYX liquid liner to finish drawing in the wing part. I've been looking at the Tarte double take liner, the Stila eyeliner and the sex kitten liner. There's a new one out by Pat McGrath I'm curious about also... 

If anyone has tried any of these, please let me know your experience with the product. Also if anyone has had any other waterproof felt tip eyeliners that are good and don't dry out during application, please let me know. Also, does anyone know if the Stila eyeliner or the others I've mentioned have a matte black finish or are they glossy? I'd much rather get a matte black but I'll settle for any good liner...

Love love LOVE the Stila Stay All Day. KVD dried out super fast for me too. 😞

 I've had opposite experience - KDV works great for me and Stila dries out fast. I wonder if it has anything to do with where it is stored in the store (exposed to heat from lights that highlight the makeup).

@lylalove My Holy Grail is NYX Epic Ink Liner. It stays ridiculously black and never dries out on me!

I LOVE the Stila Stay All Day. Goes on very nicely. I have the brown and the black. I found the KVD very dry also.
