I'm gonna give you both drugstore and high-end options. While buying a high-end palette may seem expensive at first, the price per shadow is comparable to that of a drugstore eyeshadow single (really!). First and foremost, start off with an eyeshadow primer. It's a must for keeping your eye makeup bulletproof. Urban Decay primer potion or Too Faced Shadow Insurance are both great. The most pigmented matte eyeshadow palettes are Urban Decay Naked Basics 1, 2, and Ultimate Basics as well as Tarte Tartlette Amazonian Clay matte eyeshadow palette. If you're comfortable with color, definitely try ABH Modern Renaissance and Tarte Tarteist Pro Amazonian Clay palette. If you're looking for palettes that combine variety of finishes, try Tarte Rainforest of the Sea Volume 1 or 2, Tarte Tartlette in Bloom, Too Faced Chocolate Bon Bons, LORAC Pro 1, 2 and 3 palettes, Urban Decay Naked 1 or 2 palette and Marc Jacobs Eye-Conic multifinish eyeshadow palette. For drugstore options, my personal favorite is Maybelline Color Tattoos in glass pots. They can be used alone or as an eyeshadow primer. Wet'n Wild eyeshadow singles are great for only $2 each! L'Oréal Color Riche eyeshadow singles are great and comparable to Urban Decay shadows. Last but not least, DO NOT buy a drugstore eyeshadow palette from any brand. The quality and pigmentation is just not there even though most drugstore companies really stepped up their game in the eyeshadow department.  While it may be tempting to save a few $$ at first, you'll be so frustrated with the lack of quality that you'll end up spending more money on a high-end palette anyways.

Not sure if only Sephora product recommendations are allowed. I have two non Sephora products: MAC pigments and colour pop shadows. Colour pop is actually coming to Sephora l8tr this year.
