How to keep eyemakeup from smudging?

How can I keep my eyeliner and mascara from smudging below my lower lash line. On the days I choose to wear liner (whether actually shadow on top of primer), or mascara - never fails by the afternoon I‘m starting to get racoon eyes with dark smudges under the outer corner of my lower lash line. How can I prevent this?!

Do you know what's causing the smudging? I find for me being out in the wind gets my eyes watering so if the breeze is blowing I make sure to wear my shades when I'm out commuting if I've got undereye mascara on.  Sometimes I skip under eye mascara all togeather of I'm not committed to touching it up through out the day. @anjjewlz

I like using a tubing mascara on the bottom lashes to prevent my lower lash mascara from smudging

@anjjewlz I find that setting my undereye and topping the liner with some shadow helps with longevity. Some liners and mascaras do smudge more than others, too.
