Hourglass Scattered Light eyeshadow

I am intrigued with Hourglass Scattered Light Glitter Eyeshadow Reflect but some reviews say there is a lot of fallout. Is there a product with less fallout (maybe a cream with shimmer) that looks similar to Reflect?

I owned the shade olive and had no issues with fallout. I applied it with my fingers. Something similar would be Charlotte Tilbury Eyes To Mesmerise Cream Eyeshadow Pillow Talk
