Eyeshadow Primer for Dry Eyelids and Application

I would love some recommendations for eyeshadow primer and application tips for dry eyelids.  

I have tried UD and it was ok.  I currently use MAC Paint Pot and it depends on the day whether or not my eyelids get crusty on the outside from the primer.  Any recommendations on best primer for extremely dry eyelids and how to best apply it?

My current go to is NARS Pro-Prime™ Smudge Proof Eyeshadow Base  , but also consider skipping the primer @beautjunkie12 ?  If you find that your eyelids are dry, it may not be a necessity.

You could also use concealer as primer, or a nude shadow stick (close to your own skin tone).  Concealer doesn't hold up for me, my lids get oily, but it can work and usually neutralizes any off colors.

Have you tried any of the water based primers by milk hydrogrip?

I get really dry eyes and am using;

Skinfix barrier+ Triple Lipid Brightening Eye Cream 0.5 oz / 15 mL  

Skinfix barrier+ Triple Lipid-Boost 360° Hydrating Eye Cream 0.5 oz/ 15 mL  

They have done wonders for helping keep my eye from feeling dehydrated and getting rid of flakeyness I was experiencing  💗

If your eyes are dry, maybe you need some extra tlc in the skin care department?
