Eyeliner for hooded eyes

I have hooded eyes that have only gotten more pronounced as I have gotten older. I have always stuck with liquid eyeliner, because any crayon/clay/shadow options have never stayed put/ left me looking like a raccoon by 2 pm. I have tried over 30 different colors/types.

 

Any liner rec's or tips to ensure it doesn't rub/move/create a solid line along my lid by midday?
