Eyeliner Bleeding

Hello all! I’ve been struggling with my eyeliner and I need some advice. I’ve tried a number of different brands and I don’t know if it’s user error, if it’s just the way my eyes are or if I just haven’t found the right brand. Any time I line my waterline no matter if I use pencil or gel liner (and set with black eyeshadow/transluscent powder) my eyeliner bleeds to the corners of my eyes and makes me look like a raccoon. I start with using a q-tip to dry prep my water line before applying and still it bleeds like crazy. 

Brands I’ve used: Urban Decay, Anastasia Beverly Hills (gel liner), Chanel, Milani and many more I can’t think of the names at the moment. 

please if anyone knows if I am doing something wrong or knows a good waterproof liner that will not bleed let me know.

@tanwxtch @Have you tried setting it or smudging it with a colored shadow?

@tanwxtch, I generally don't line my waterline (I think it closes up my eyeshadow, and I have an allergy to certain colors, too) but a push liner brush can be helpful.  I can use a powder or a gel and push/deposit in specific areas
