BEST WATERPROOF/smudge proof eyeliner?

I really would love some recommendations on a great waterproof and smudge proof eyeliner that IS NOT a liquid eyeliner. I love the pencil ones or the other ones that you can scroll up instead of sharpening. Please let me know. I really am interested In kohl eyeliners but I’m curious if they smudge ?

Following. I've tried Urban Decay and Sephora brand. I have dry eyes and allergies and my bottom eyeliner is usually under my eyes after a few hours.
