unsuccessfull authorization

I placed an order and the status of the order is unsuccessfull authorization, Would you please let me know what the status of the order mean, if my order is not going to be shipped I need to know when I'll get my refund as the status of the order has not changed for a week now.

 

I've sent an email but still I'm waiting for a response
