sephora return

I purchase almost everything from the Sephora app in fact pretty much everything. Anyways I purchased the Giorgia Armani concealer and didn't like it so I tried returning it to a Sephora inside Jcpenney and was denied. However; in the past I could return stuff purchased from the app to a Sephora inside Jcpenney. The reason is being that it's the closest store to me and I don't really want to pay shipping and handling to return an item back. Did something change to where I cant return items to Sephora inside Jcpenney?
