so yesterday I was like 2$ away from being VIB since it’s a new year and it says I need to spend 350$ to reach VIB level? Is this true?

Yes, unfortunately the dollar amount resets every year on Jan 1st and you have until December 31st to spent $350. So if you didn't reach VIB (even if you were $2 away) by yesterday, you will remain an Insider until you spend $350 this Calendar year.
