gift card not working in store and online

I purchased a gift card from the local Safeway and it is not working in store as well as online. It shows zero balance. The folks at Safeway won't give me the money back as they say all sales are final. We have a record of the transaction. We are stuck now and it is unfortunate to have to go through this. How did the cashier activate the card and how does that same card not work in the store.

Please look into this.
