Why didn’t I receive my free samples?

I finally got my hands on Clinique black honey since I’ve been hearing such great things and I always look forward to the free samples as well. I was supposed to get 2 perfume samples but all I got was the Clinique most lipstick inside a pretty large box for only 1 thing? Is it because they were out of stock? Shouldn’t they have let me know?
