Why are the samples and sample sizes sucking so much?

I keep getting spoiled samples that are unusable. You can’t ask for a replacement or return on free samples. But I just received a sample size (that I paid $30) for and it was unsealed, under filled, separated, spoiled, and discolored. From the reviews I know I am not the only one receiving garbage sample sizes. It’s getting very frustrating.
